Deep Tide TechFlow news flash: On July 25, a bipartisan U.S. House bill requires that AI models with training costs exceeding $100 million must be equipped with a kill switch that can be shut off. Developers must be able to stop inference and cut off user access. For violations, the fine is $2 million per day. If a system results in 10 deaths or $100 million in losses, the company must report within 15 days. The bill acknowledges that already downloaded local weights cannot be remotely shut off.
