IMF Emphasizes Need for Clear Legal Frameworks as Global Sovereign Wealth Funds Reach $16 Trillion

According to the IMF, on July 23, the International Monetary Fund emphasized that Sovereign Wealth Funds need stronger legal frameworks to clarify their mandates and governance as their scale expands. Global SWF assets have grown five-fold from $3 trillion in 2008 to over $16 trillion, according to IMF data.

The IMF recommended that funds with multiple or conflicting objectives should be legally separated into distinct entities, and that SWFs pursuing strategic domestic investments should have independent boards and robust governance structures to prevent functioning as shadow treasuries.
