According to MPost, on July 29, 2026, ten European financial institutions formally established Regulated Layer One (RL1) as a Luxembourg-based European Cooperative Society (SCE) to build institutional-grade distributed ledger technology (DLT) infrastructure for regulated markets. Founding members include ABN AMRO, Cecabank, Crédit Mutuel Alliance Fédérale, DekaBank, DZ BANK, LBBW, Natixis CIB, SC Ventures, Seturion, and Chartered Investment. Henning Vollbehr, former Managing Director of SWIAT, has been appointed Managing Director of RL1.
RL1's network is built on SWIAT's production-grade DLT infrastructure, which has operated for three years and facilitated transactions exceeding EUR 700 million in total volume. The cooperative grants equal decision-making rights to all members, positioning RL1 as a neutral, member-owned utility for tokenized assets and digital financial services in Europe.
