Tokyo Police Arrest Senior Executive of 'Prince Group', Including 44-Year-Old Identity 'Hu Shi' for Submitting False Residential Reports

According to Japan's Kyodo News, Tokyo Metropolitan Police arrested three men on June 22, including a senior executive of the 'Prince Group,' a transnational fraud organization allegedly based in Cambodia, on charges of submitting false residential transfer reports on falsified notarial documents. The key suspect, identified as 'Hu Shi' (音译, 44 years old), allegedly holds multiple nationalities and has used several aliases including 'Chen Xiaoer.' He is reported to be a Chinese-born holder of a Cypriot passport and was arrested on June 14.

This arrest follows prior international enforcement actions. The UK government sanctioned Hu Xiaowei, identified as a close associate of 'Prince Group' founder Chen Zhi, on March 26, 2026, citing their collaboration dating back to the 'Legend' private server era. Both the U.S. and UK governments have designated the 'Prince Group' as one of Asia's largest criminal organizations. Most recently, in January 2026, Chen Zhi was stripped of Cambodian citizenship and extradited to China following criminal prosecution announced in October 2025.
