U.S. Confirms Very Limited Nvidia H200 Exports to China Under Case-by-Case Review

According to U.S. Commerce Department officials testifying before Congress this week (July 15), Nvidia H200 AI chips have begun being exported to China in very limited quantities under a newly resumed licensing program. Deputy Under Secretary Jeffery Kessler stated that volumes approved so far remain "very small" and subject to case-by-case review, with applicants required to meet national security standards and undergo subsequent audits to ensure end-use compliance. Some export license requests have been rejected.

Documents obtained by Reuters show that multiple Chinese enterprises, including ZTE Kangxun Telecom, Maginfra, and Zhuhai Qiandao Yunxiang Zhisheng under Kingsoft, have received export approvals alongside previously approved firms like Alibaba, Tencent, ByteDance, and JD.com.
