According to the International Consortium of Investigative Journalists (ICIJ), Circle, the issuer of USDC stablecoin, is allegedly refusing to cooperate with law enforcement in helping scam victims recover stolen assets. A Wisconsin county prosecutor recently filed a criminal complaint against Circle for failing to comply with a warrant ordering the recovery of a scam victim's funds. Additionally, police detective Scott Simons reported witnessing over a dozen instances across the U.S. where Circle either refused law enforcement requests to freeze victim funds or failed to honor court orders. New York prosecutors have also claimed in a letter to Congress that Circle failed to honor court orders seeking to reimburse victims.
