1、According to CoinDesk, U.S. Senate Democrats expressed dissatisfaction with the details of the most controversial moral provisions of the CLARITY Act, with the core disagreement over the allocation of enforcement power. Democrats insist that state attorneys general should have the right to enforce moral limits on federal officials, while the White House and Republicans insist that the Attorney General serve as the top enforcement authority. This provision would restrict connections between government officials—including the President, Vice President, and all members of Congress—and the crypto industry, and is a key obstacle to moving the bill forward. A White House official said in an industry briefing on Tuesday that Democrats still maintain their position.
Trump previously agreed to the “most comprehensive and broadest” moral provisions in history, but Democrats have not yet seen the exact text. The White House said it has “done everything it can” to meet Democrats’ demands. Aug. 7 (the last day before the Senate’s summer recess) is seen as a key deadline for passing the bill this year. Industry insiders expect a vote to be submitted as early as next Monday. In addition, splits within House Republicans could affect further consideration, and there is also discussion within the Democratic Party about inserting prediction market policy into the bill, but that move could derail the entire effort.
The revised crypto moral provisions signed by President Trump have been approved. They clearly prohibit federal officials (including members of Congress, the President, and the Vice President) from issuing digital assets and designate the Department of Justice as the primary enforcement body rather than the state attorney general. This arrangement has sparked controversy among Democrats. Maryland Democratic Senator Angela Alsobrooks said bluntly that “it’s not a serious proposal to have the Department of Justice enforce the moral provisions.” If the final text is like this, she said she would not support the bill.
