Senator Lummis Warns CLARITY Act Is Congress' Last Digital Asset Law Chance Before 2030

According to Senator Cynthia Lummis on July 11, the CLARITY Act represents Congress' final opportunity to establish digital asset market structure rules before 2030. Speaking on X, Lummis stated that momentum for such legislation will not return this decade, and that failure to pass the bill would allow other nations to set global digital asset standards. The Digital Asset Market Clarity Act of 2025 has passed the House and now awaits Senate action, with negotiations needed before any final vote. The measure would establish regulatory responsibilities between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC). Lummis warned on July 8: "This is likely our last chance to get real legislation for digital assets on the books before 2030. If we fail to pass the CLARITY Act, we are ensuring another country will write the rules for digital assets and we spend the next decade catching up." The Senate's August recess, scheduled for Aug. 10 through Sept. 11, constrains the legislative timeline for negotiations and potential votes.
