The Republican-controlled House of Representatives passed a temporary spending bill on July 21 to fund federal agencies through December 4, avoiding a shutdown before the November midterm elections. If Congress fails to pass a funding measure, most federal agencies will lose funding on September 30, the end of the fiscal year.
