U.S. Regulators Miss GENIUS Act Deadline as Jan. 2027 Stablecoin Rules Loom

U.S. federal regulators missed yesterday's (July 18) statutory deadline for completing rulemaking on the GENIUS Act's federal stablecoin framework, leaving multiple core rule packages unfinished less than six months before the law's scheduled Jan. 18, 2027 effective date.

The Treasury Department, Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation, National Credit Union Administration, Federal Reserve, and FinCEN still have pending proposals covering licensing, reserves, capital, liquidity, custody, risk management, customer identification, and sanctions compliance. The statute required regulators to complete implementing rules within one year of President Trump's July 18, 2025 enactment. The missed deadline increases execution risk as issuers, banks, and state regulators must prepare for the federal regime while binding rules remain unfinished.
